As a motorhome owner in California, it's essential to be aware of the California Air Resources Board's (CARB) Clean Truck Check Test for Motorhomes program, designed to ensure that heavy-duty vehicles maintain properly functioning emissions control systems. This program applies to certain motorhomes and requires adherence to specific compliance steps to avoid registration holds and ensure continued roadworthiness.

Clean Truck Test for Motorhomes

Does the Clean Truck Check Apply to Your Motorhome?

Your motorhome falls under the Clean Truck Check requirements if it meets all the following criteria:

  • Gross Vehicle Weight Rating (GVWR): Over 14,000 pounds. You can typically find the GVWR label on the vehicle’s door jamb or inside the door.

  • Fuel Type: Non-gasoline (e.g., diesel or alternative fuels).

  • Registration: Registered in California.

If your motorhome meets these conditions, you must comply with the program's requirements.

Steps to Ensure Compliance

Create an Account in the Clean Truck Check Vehicle Inspection System (CTC-VIS):

  • Visit the CTC-VIS portal and set up your account.

  • It's recommended to use the Microsoft Edge browser for optimal performance when accessing the CTC-VIS.

Pay the Annual Compliance Fee:

  • Log into your CTC-VIS account to view your vehicle's compliance deadline and pay the annual fee before the due date.

  • Payments can be made via debit card, credit card, or eCheck directly through the CTC-VIS. Note that paper checks are not accepted.

Submit Passing Emissions Compliance Tests:

  • Starting January 1, 2025, you are required to submit a passing emissions compliance test conducted by a CARB-credentialed tester.

  • Testing can be performed up to 90 days before your vehicle's compliance deadline, which aligns with your DMV registration renewal date.

  • To find a credentialed tester near you, use the Available for Hire Credentialed Testers directory.

Understanding the Testing Requirements

The type of emissions test your motorhome requires depends on its engine and model year:

OBD-Equipped Vehicles:

  • Applies to 2013 and newer diesel engines and 2018 and newer alternative fuel engines.

  • Requires a scan of the engine’s On-Board Diagnostics (OBD) data using a CARB-certified OBD testing device.

Non-OBD Vehicles:

  • For 2012 and older diesel engines:

  • Must undergo a smoke opacity test.

  • Requires a visual inspection of the vehicle’s emissions control equipment, known as the Vehicle Emissions Control Equipment Inspection.

  • For 2017 and older alternative fuel engines:

  • Only a visual inspection is required; the smoke opacity test is not necessary.

For detailed information on testing procedures, refer to the Emissions Compliance Testing Requirements.

Avoiding DMV Registration Holds

The California Department of Motor Vehicles (DMV) actively places registration holds on vehicles that are not compliant with the Clean Truck Check program. To prevent any registration issues:

  • Ensure your motorhome is reported in the CTC-VIS.

  • Pay the annual compliance fees on time.

  • Complete and submit the required emissions compliance tests before your vehicle's due dates.

For non-commercial (recreational and emergency use) motorhomes, follow the compliance guidelines outlined in the California Motorhomes Annual Compliance Requirements.
