Learn about our policies for VIN Verification, Clean Truck Check services, cancellations, re-issued documents, DMV delays, and mobile service fees.

Refund Policy

All Clean Truck Check testing services, including OBD testing, opacity testing, mobile fleet testing, and CTC-VIS compliance services, are non-refundable once testing has been performed or submitted to the CARB system.

Refunds will not be issued for:

  • Failed emissions tests

  • Existing vehicle or engine faults

  • Check engine lights or inactive monitors

  • CARB registration holds

  • Delays in DMV or CARB system updates

  • Customer scheduling conflicts after dispatch

  • Incorrect information provided by the customer

  • Vehicles not prepared for testing

Cancellation Policy

Mobile Testing Appointments

Customers must provide at least 24 hours notice to cancel or reschedule a Clean Truck Check appointment.

The following may result in cancellation or trip fees:

  • Same-day cancellations

  • No-call/no-show appointments

  • Vehicle unavailable at the scheduled location

  • Dead batteries

  • Vehicle unable to communicate with testing equipment

  • Unsafe testing conditions

  • Excessive wait times at customer locations

Mobile travel fees are non-refundable once the tester has been dispatched.

Failed Test & Retest Policy

Failed Tests

A failed Clean Truck Check inspection does not qualify for a refund.

Customers are responsible for:

  • Repairs

  • Diagnostics

  • Bringing the vehicle into compliance

Retests

One complimentary retest may be provided within a specified timeframe at management discretion. Additional retests may require:

  • Retest service fees

  • Additional travel charges

  • Re-submission fees if applicable

CARB / DMV System Delays

Rollin VIN Verifiers and CARB Compliant CA are not responsible for delays caused by:

  • CARB system outages

  • CTC-VIS portal issues

  • DMV processing delays

  • Data synchronization delays between CARB and DMV

  • State compliance holds outside our control

Once a test has been successfully submitted to the CARB system, processing times may vary.

Customer Responsibilities

Customers are responsible for ensuring:

  • The vehicle is operational

  • Battery voltage is sufficient

  • The VIN matches registration records

  • The engine and emissions system are accessible

  • Required paperwork is available

  • The vehicle is legally eligible for testing

Testing cannot be guaranteed if the vehicle has communication issues, tampered emissions systems, or unresolved diagnostic faults.

Fleet Testing Policy

For fleet or multi-vehicle appointments:

  • Vehicles must be organized and available at the scheduled time.

  • Delays caused by unavailable units may result in additional charges.

  • Minimum service fees may apply for large mobile fleet scheduling blocks.

Compliance Disclaimer

For fleet or multi-vehicle appointments:

  • Passing a Clean Truck Check inspection does not guarantee:

    • DMV registration issuance

    • Future compliance status

    • Exemption from future testing requirements

    • Approval by CARB or another state agency
